C&C3 Language change

Does anyone know how to change the root language of a game? I have a Thai version C&C 3 and the only language available for installation is Thai. Is there a patch somewhere that can help me, and if not, how do i make such a patch?

didn't it let you pick which language you wanted when you installed the game
