Default is it illegal to "emulate" ?
i mean if i buy a ps2 or xbox game legally am i forced to buy the console too or is it legal to play them on pc with emulators?

Im not too sure on that one, I would be guessing it would be illegal as you are not playing the liscensed game via the approved device i.e. PS2, X-Box console system. The emulators are illegal to play such games anyway as they are not liscensed to do so by the respective console company.
