The files are on the SeedHost server, the server gets very busy at times, we have the other servers setup, we just need to iron out a few bugs before we can upload all the newer files to the other servers.

But the file ProEvolutionSoccer2009v1.20NoDVDFixedexeEng-2.rar it doesn't exist in any server.

WinRar and 7zip are for getting the files from the archives. So you would need one of those programs.
WinRar it's more user friendly, but it's shareware (active only for a month, if you want the full version you need to pay for it). 7zip it's for more advanced users, but it's free.
All the files are in archives, as it's more conveninent that way and Megagames and Gamecopyworld are packing the files all the same. So basically, the answer it's yes.
