It seems the mouse controls are fixed and not customizable in this game.
I'm very used to using mouse button 2 as my forward control. Is there any
way I can hack the controls to do this?

No. You will have to use it that way.Try updating to v1.2, maybe Ubi managed to fix the many problems that the game had (doubtful, but worth a shot).

I decided to search the game files for the controls settings and got lucky.
3 files in the offline\system folder seems to work: SplinterCell4User, SplinterCell4User1, and keymap. After making my custom settings, I started up the game and checked options/controls. Nothing had changed, everything was at default. Reluctantly I checked out the controls during gameplay, and to my surprise the controls functioned exactly the way I wanted them to.
