My Sims' head and/or body stretches out of the screen whenever the day of time triggered lighting occurs, and whenever I go to a community lot, and after playing after some time.

Also, when the cheatbox is expanded, numerous texts appear showing that audio errors have occured.

I see some duplicates. Do you have any other packs installed? Or, rather, did you had a previous installation of Sims2? If yes, uninstall the game, remove the leftovers from my documents and the installation folder, clean the registry and make a fresh reinstall.
Also make sure you have the latest drivers from ATI. I
f you've tried to remove the blur with one of the programs from the net you also might get an error like that. One good program is located at: http://sims.ambertation.de/ , if you wnat the blur removed. It's also a program that creates packages for the objects or the sims you've created for your Sims2.
It won't mess the in-game graphics, so it's a decent program.

I have not previously installed a Sims 2, and to make sure, I reformated my whole system. It still does that stretching out thing. When I try to update my graphics adapter driver, windows says that the current driver software I am using is the latest, so I assumed that I don't need to dowload anymore.

I don't like using any other program to correct this problem, but I'll still do so as a last resort. Anyway, what are those errors on the cheatbox about?

And my system is more than qualified to handle Sims 2 (well I see that my graphics card 'ATI Radeon X1200 is not on the supported cards list though).

I really want to take care of this pesky problem, please help me, thanks.

Most of the companies gave up on the integrated video cards or the laptop videocards, as those graphic cards are just cheap solutions and not able to manage the requirements of the today games.
Your card, should work, though. Try downloading the latests ATI Catalyst:
http://ati.amd.com/support/driver.html
See if it works. And don't put basis on windows update. Also you might want to download the latest sound driver from http://www.realtek.com.tw/

I've downloaded thelatest Catalyst form ATI's website, but then, the same problem occurs. There are no problems with the sound (except for those that appear in the cheatbox.)

I have discovered the problem somehow. It's the lighting. How did I know?

I had a Sim read a book, he sat down on a chair with a wall lighting overhead, and I noticed that my sim's clothes have black things on 'em. I turned of the specific light, and my sim's clothes returned back to normal. I turned the wall light on again, and it happened again. Then, I set my game settings on light as High, and that streching out happened. I turned the lighting settings low again, and it never returned back to normal. Now I know it's the lighting, so what do I do?

Try tweaking the video options in the game. Some are related to T&L.

How can I tweak the game's video settings? Or How can I adjust Windows Vista's Video RAM? The lighting is what's really the problem on my Sims 2.

You have an options button ingame. Than graphic options.
