When I try to run my gta_sa.exe file, it tells me that DirectX 9.0 is required althought it is already installed!!!! I tried to reinstall it, but nothing changed.

DirectX v9.0 is defenetly installed? Did you install DirectX v9.0 when you installed Grand Theft Auto: San Andreas? As you may have a previous version installed. Normally the game install will prompt you to install DirectX v9.0 off the CD when installing.

I have seen this problem before on my own systems. Seems you have encountered some partial corruption to the registry and basically your windows does not think the DX9 is installed.
If you are lucky, you can fix it using a "DirectX Uninstaller" not sure atm what versions floating around work on XP with SP2, but I remember one called DXBuster, but I think its for 98. might want to search google for another DX Uninstaller, then reinstall DX9 once you do that,
Otherwise your only option would be to reinstall your operating system. Or if you have installed SP2, you can rollback or uninstall SP2 so your windows is back to SP1 or regular release, then reinstall SP2 and might fix the problem.

If you want to try using this to remove DX9 and reinstall it, then go for it, it would be a last resort before deciding to completly reinstall your OS
